Missouri Prison Reform received the following message from a resident of a Missouri Prison.

Here at the Jefferson City Correctional Center we have more mail issues. The mail room is stating the US Post Offices will not give tracking numbers for priority boxes, envelopes etc. Not on every priority envelope and box etc it is labeled on a box that tracking is included, insurance etc we can’t track without a number. Then on top of that the mail room is stating we must purchase a certified signature card if we want to track the packages. This is the definition of fraud. Why are people incarcerated not getting what we pay for? If I was out on the streets I would get a tracking number. People incarcerated are being required to pay another fee to require a signature as certified. This makes no sense and tracking and certified mail are two different things. It is more work for the mailroom to get the tracking numbers put on a paper and send to us but this what we pay for and this is the mail room’s job. This seems suspicious and is fraud if the Post Office stated this but people incarcerated don’t believe that we believe the mail room just don’t want to do the extra work so they will violate law and create fraud issues and make us purchase something we don’t need to save them time. People here at this facility need someone to look into this issue please.

Thank you Toby Gregory
